The Smart Zimbabwe 2030 Master Plan presents a comprehensive national strategy for Zimbabwe to transform into a knowledge-based, digitally inclusive, and globally integrated economy by 2030. It establishes key foundations such as robust policies, effective regulation and standards, secure and shared ICT infrastructure, partnerships, digital skills development, and local content creation, all supported by strong confidence and security in networks and services. The plan outlines several “Smart” pillars, including Smart Government, Smart Cities, Smart Agriculture, Smart Education, Smart Transport, Smart Health, and Smart Tourism. Each of these aims to use digital technologies and ICT-enabled solutions to improve productivity, innovation, service delivery, and connectivity across all sectors. The document also highlights major challenges such as inadequate infrastructure, low digital literacy, limited investment, and connectivity gaps, which it seeks to address. In essence, the Master Plan provides the roadmap for integrating ICT across all sectors to drive economic growth, social inclusion, and efficient public services, enabling Zimbabwe to achieve upper-middle-income status and inclusive socio-economic development by 2030.
